Rails is a framework to help you build web applications, but its built using a general-purpose programming language called Ruby. You can try out Ruby here without even installing it on your computer, there's a 15 minute interactive session that'll show you the basics.
This is a pretty thorough guide on learning Rails from scratch down to all the gritty details like installing Ruby, Rails, Git, etc. and even deploying an app to the web using Heroku. This is a long card but everything after this is reference material so take your time, after you're done here you'll be able to build and deploy your own apps.

This is a great site with really short 5 minute videos that teach you how to do really common web development things. Browse it now and then between the other things you're learning, or look up specific things.
This is the best Rails reference out there, it's well organized and really easy to read with lots of examples. Don't read it all at once, just use it as a place to go to for more details about specific components of Rails like migrations, form helpers, query helpers, etc.
